ELENA Kagan was recently confirmed as the fourth female justice on the United States Supreme Court. But a C-SPAN poll during her confirmation revealed only 19 percent of Americans could name her. Two-thirds of those surveyed could not name a single case the court has decided.

Unfortunately, our children lack even more basic information about government and civic life.

Four years ago, the Education Commission of the States expressed concern over the decline in students' civic knowledge, skills and engagement, and pronounced that a "recommitment to the civic mission of schools is needed at every level of the education system." On the last nationwide civics assessment, administered in 2006, more than two-thirds of students scored below proficiency.
